Part of the effort to port FreeIPA to Arch Linux,
where Python 3 is the default.
FreeIPA hasn't been ported to Python 3, so the code must be modified to
run /usr/bin/python2

Apparently when we relicensed to GPLv3 we missed these two spots.
The actual boilerplate was changed in these files but not the
license tag passed to python setup.

The changes include:
* Change license blobs in source files to mention GPLv3+ not GPLv2 only
* Add GPLv3+ license text
* Package COPYING not LICENSE as the license blobs (even the old ones)
mention COPYING specifically, it is also more common, I think
